Blue Ridge is the Fannin County seat, up in the Blue Ridge Mountains south of the Tennessee line. Cabins and homes sit on steep wooded lots, many at the top of a long gravel drive. US-76 and GA-515, the Zell Miller Mountain Parkway, pass along the west side of town. The Blue Ridge Scenic Railway runs from town on a 26-mile round trip along the Toccoa River to McCaysville.

Fannin County sits in the Blue Ridge Mountains, and the town of Blue Ridge is 1,762 feet up. The last stretch of the drive from Cartersville runs north on GA-515 past Ellijay. Part of the county lies in the Chattahoochee National Forest. The Toccoa River flows north across the county, and Blue Ridge Dam holds part of it as Blue Ridge Lake.
USDA soil scientists describe the Fannin series as a Southern Blue Ridge soil, and Georgia is part of its range. It lies on slopes from 6 to 95 percent and carries many flakes of mica. Its upper part is affected by soil creep, a slow slide downhill.
Rain on a steep grade runs straight downhill. On a gravel drive it cuts ruts and carries stone to the bottom of the hill. In winter, water in an open crack freezes and pushes the crack wider, so cracks get filled before sealcoating. Grading for drainage and a compacted stone base do most of the work on ground like this.
Paving work up here tends to mean steep cabin driveways, long gravel drives and parking pads for rental cabins. Out toward Aska, along the Toccoa and around Blue Ridge Lake, drives often climb a wooded grade from the road. Some are shared, with several cabins on one drive. A sound older paved drive may only need an overlay, with failed spots cut out and patched first.
Paving a steep drive starts with shaping it so water runs off the edges. Where water crosses, pipe goes under the drive. The stone base goes down in layers and gets compacted before any hot mix. Our own paver then lays a base course and a top course, rolled while the mix is hot.
Asphalt industry guidance for a home driveway starts with 6 to 8 inches of crushed stone base. On top go a 2-inch bottom course and a 1.5-inch surface course of hot mix. Your estimate spells out the thickness, the base work and the square footage for your job. Steep mountain driveways are work we do; one ran about 1,200 feet and was paved over two days.
Fannin County's public works department maintains 442 miles of approved county roads. By its count, 204 miles are asphalt, 87 miles are chip and seal and 150 miles are gravel. The county says state law bars it from maintaining or adding gravel to any road off that list.
That leaves a private mountain road to the owners who use it. Road paving on a private road follows the same order as a driveway: drainage, stone base, then hot mix. On a long, lightly used road, tar and chip gives the look of a country road with a hard surface. It is the same kind of surface as the county's chip and seal roads.
Small commercial lots along US-76 and GA-515 take car traffic all day and delivery trucks at the back. Parking lot paving for a business that stays open gets planned in phases with you. We build truck lanes heavier than car stalls and grade so water leaves the lot. Striping follows once the new asphalt has cooled.
It depends on who owns the road your drive meets. Inside the city limits, ask the City of Blue Ridge about a drive onto a city street before work starts. Off a county road, the county sets the rules, so ask Fannin County first.
On a state route, Georgia DOT's rules apply. That covers US-76 and GA-515 on the west side of town and GA-5 heading north. Georgia DOT requires a permit before construction work in the state highway right-of-way, including widening an existing driveway. It also makes the property owner responsible for routine upkeep of the pipe and driveway up to the road's edge.
