Jasper is the Pickens County seat, 1,463 feet up in the Blue Ridge Mountains. Highway 53 runs through the center of town, and Highways 5 and 515 bypass it to the west. Around town sit large acreage mountain neighborhoods like Big Canoe, Bent Tree and the Preserve at Sharp Mountain. Driveways out here run long and steep through the woods, and plenty of them are still gravel.

Pickens County sits in the Blue Ridge Mountains, and the land climbs quickly outside Jasper. Mount Oglethorpe tops out at 3,288 feet, the highest point in the county. A house up on a ridge can sit a long way above the road it uses. The driveway has to climb that same grade to reach it.
On a steep drive, water does most of the damage. Rain runs down the gravel, carries stone downhill and cuts away the edges. Where water crosses the drive, a pipe goes under it before any paving starts. Ground conditions change from ridge to ridge, so we price the base work after we look at the site.
Next the grade gets shaped and the stone base goes down in layers, compacted before any hot mix. We lay the asphalt with our own paver and roll it while it is hot. Steep mountain driveways are part of our work, including one about 1,200 feet long paved over two days. For a long lane with light traffic, tar and chip is another option to price against hot mix.
Big Canoe and Bent Tree are private communities in the mountains near Jasper, and their roads are private. Big Canoe reaches over into Dawson County, and Bent Tree is a gated community. In Big Canoe, the property owners association administers the rules and maintains the common property.
Before driveway work in either one, ask the community what it requires where your drive meets its road. We build to those rules, the same as we do for a county road.
Outside the private communities, some mountain homes share one private road or a long shared drive. Road paving on a road like that follows the same steps as a driveway, built heavier where trucks run. An older private road that still holds its shape can often take an overlay. Where the base has failed, those spots get patched first.
Jasper is a small town, 4,084 people at the 2020 census, and it is the county seat. Its business lots sit along Highway 53 through downtown and out on the Highway 515 bypass.
A small lot still sees delivery trucks and a garbage truck, and their wheels land in the same spots. The dumpster pad and the entrance usually break down first. Parking lot paving for a business that stays open gets planned in phases with you. We build the truck areas heavier than the car stalls and grade the lot so water runs off.
Jasper holds the Georgia Marble Festival the first weekend in October. If your lot fills up that weekend, plan paving, sealcoating or striping for another time. When a business restripes its lot, the Justice Department says it must provide accessible spaces under the 2010 ADA Standards.
It depends on who owns the road at the end of your drive. Inside the Jasper city limits, ask the city what it requires before the work starts. Off a county road, Pickens County's planning and development office takes an access and encroachment application. It is due at least 72 hours before any work in the county right-of-way.
The application asks for a copy of the plat showing where the drive meets the road, with drainage information. The county's minimum culvert pipe is 18 inches across and 20 feet long. The permit requires paving from the edge of the road to 1 foot past the county right-of-way. The county does a final inspection when the work is done, and the permit expires in 6 months.
On state routes like Highway 515 and Highway 53, Georgia DOT requires a permit for construction work in its right-of-way. It also puts upkeep of the pipe and driveway, up to the edge of the pavement, on the property owner. We build to the rules of whoever owns the road. Ask us about them when we write the estimate.
